Deputation of Government employees in the personal staff of Ministers


3041 . DR. PRADEEP KUMAR BALMUCHU

(a) whether Government has earlier issued a circular restricting the deputation of Government employees in the personal staff of Ministers;

(b) if so, the details thereof;

(c) whether the circular holds good as on date;

(d) if so, the number of deputations rejected in compliance with the circular;

(e) whether it is also a fact that the circular is not being implemented properly and still the deputation is being considered; and

(f) if so, the reasons therefor?



ANSWER

Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (SHRI V. NARAYANASAMY)

(a): Yes, Sir.

(b): The Appointments Committee of the Cabinet has decided that a total ceiling of ten years be prescribed beyond which an officer may not be permitted to be appointed in the personal staff of Ministers, irrespective of level. However, tenure as Private Secretary and OSD to the Minister has been limited to five years within the overall limit on the personal staff of the Minister. The personal staff appointed in the Prime Minister’s Office has been exempted from the above provisions. The above said instructions are also applicable to all appointments in the personal staff of Ministers even for retired or private persons. It has also been directed that the cadre authority should check whether the officer had worked in the personal staff of a Minister earlier and if so, the total tenure be restricted to not more than ten years in the officer’s entire career. For the purpose of reckoning ten years, all assignments including any stints that the officer may have had earlier at Under Secretary or lower levels also in the personal staff of any Minister are to be counted.

(c): Yes, Sir.

(d): In the normal course, officers who complete their tenure in the personal staff of Ministers revert to their parent cadre/organization. During the last one year, of the cases in which extension was sought beyond permissible limit, five cases have been rejected by the Competent Authority.

(e) & (f): Relaxations have been made in a few cases due to special circumstances after careful consideration by the Competent Authority which had framed the guidelines.
